Publikacja jest rezultatem konferencji zorganizowanej przez MCK we współpracy z Fundacją MCK w 1995 roku. Jej cele stanowiły: zestawienie poglądów osób specjalizujących się w historii sztuki, architekturze, urbanistyce i ochronie dziedzictwa kulturowego dotyczących miejsca sztuki, a szczególnie architektury i urbanistyki, w polityce samorządów i w świadomości mieszkańców miast; przegląd stosowanych na świecie metod badania i ochrony budownictwa miejskiego i założeń urbanistycznych; a także przedstawienie obrazu architektury municypalnej Polski i Środkowej Europy, przede wszystkim XIX i XX wieku. Tom stanowi ważną pomoc naukową dla lokalnych i regionalnych samorządów, konserwatorek, muzealników i osób pracujących w instytucjach zajmujących się ochroną dziedzictwa kulturowego.
